* Create, develop and implement Federal/Regional market access strategy for Pfizer Oncology

* Create all materials for the needs of Federal (EDL/ONLS/7N) and regional reimbursement, including:

  • Global PRID (GVD) adaptation
  • Global PHE adaptation, Local PHE data generation ( together with HEOR manager)
  • Clinical data evaluation
  • Formal Federal Dossier submission and tracking, including all activities related to this
  • Develop strategy and tactics for inclusion of company products into standards, regional and federal reimbursement lists of treatment together with XF team.

    * Set up & develop relations with key stakeholders both at Federal and Regional level

  • Create Payer Value Proposition/Key messages for Pfizer Oncology products
  • Ensure all relevant stakeholders are aware of and share Pfizer Oncology products value for patients and HC system
  • Ensure clear understanding of decision making process for Federal, Regional listing processes, Clinical guidelines creation and approval, NCCP program development, OMI and Federal/ Regional budgeting process
  • Support Oncology BU with all relationship with key stakeholders on topics related to H&V and Market Access
  • Develop partnerships with key organizations and customers including innovation networks, academic health science network; patient associations (PAG).

    * Track and shape relevant legislative & environmental changes (together with CA dept) in order to create more favorable business environment

  • Become an expert in evaluation of upcoming legislative changes, pointing on potential risks and opportunities and ways to mitigate or address them
  • Actively participate in XF teams within Pfizer and Industry in order to deliver Pfizer Vision on sustainable reimbursement system and HC services provision
  • Work closely with H&V Team leads in order to track regional market access performance and make needed changes to strategy accordingly
  • Create and update tools needed by Regional H&V in their routine work

    * Be a partner for Pfizer Oncology BU

  • Ensure BU is aware of all events and initiatives, that could potentially impact the business
  • Elaborate needed educational framework for BU colleagues in order to improve their understanding of current HC system drivers, KPIs, all other topics related to reimbursement and access
  • Ensure overall alignment between BU and H&V teams in scope of Oncology products strategy and overall actions performed
  • Provide continuous country market access support for existing and new products

    * Ensure Pfizer Oncology participation in NCCP, IC pilots, and other initiatives in order to improve patient access to diagnostics and treatment

  • Identify, shape and deliver national projects within Strategic Accounts that support Market Access initiative including reimbursement and uptake;
  • Ensure Pfizer products are fairly represented in all National programs that are developing now
  • Investigate possibility and Initiate regional programs development in alliance with regional H&V managers
  • Create and implement projects to enhance and ensure easier access to Pfizer treatments by patients.

    * Be a point of contact for Regional (EU)/Global colleagues

  • Coordinate all communications within H&V reporting line between Russia and Regional/ Global colleagues
  • Ensure support from Regional/ Global colleagues
  • Ensure all requests from Regional/ Global colleagues are followed up properly
  • Ensure that Russian payer perspective is included in activities at regional, federal and global levels.


    * Advanced academic degree in related area (Medical, Science).
    * Proficiency in English and Russian at fluent level.
    * 5 years of experience in pharmaceutical Industry
    * Experience in Market Access related activities for 2-3 years
    * Experience with products sold through reimbursement segments

    * Experience in Oncology will be a benefit
    * Strong track record of success
